The Syndicat Mixte d'Equipement Euro Alpilles, created in 1995, is the contracting authority of the logistics hub and the combined transport site which constitute the Clesud concept.
As such, it carries the political determination and the operational risks for which it decides upon the strategic orientations.
In particulier, the choices of the SME are governed by a commitment to sustainable development :
- transfer of freight from road to rail thereby limiting greenhouse effect gas emissions.
- reduction in the blight of the countryside.
- selection of businesses likely to create employment (by avoiding the simple activities of storage and courier services).
- protection of the natural environment through the development of large landscaped areas surrounded by green belt.
Responsible for the financing, programming, operations, animation and promotion of the project, the SME also coordinates the roles of the partner institutions.

The Syndicat Mixte d'Equipement Euro Alpilles is administered by :
- The Syndicat d'Agglomération Nouvelle du Nord Ouest de l'Etang de Berre (S.A.N.)
- The Bouches du Rhône General Council
- The town of Grans Municipal Council
- The Marseille-Provence Chamber of Commerce and Industry (CCIMP)
- The Provence-Alpes-Côte d'Azur (P.A.C.A.) Regional Council
In the wake of François Bernardini, then Bernard Granié, Pierre Carlin (Chairman of the S.A.N., Mayor of Miramas) was elected Chairman of the S.M.E. in April 2001.
