Under the legal status of a « local government controlled company of industrial and commercial character », Epad Ouest-Provence, created in January 2002, has the mission, on the one hand, of conceiving and implementing on behalf of the Syndicat d'Agglomération Nouvelle du Nord Ouest de l'Etang de Berre (territory of Fos-Istres-Miramas, soon to be extended to include Grans-Port St Louis du Rhône and Cornillon-Confoux) urban, economic and environmental projects and, on the other hand,of lending technical assistance at the request of local authorities.

Epad Ouest-Provence is especially responsible for the development and marketing of the Clesud hub.
